Jewell Housing, Inc. was built with the intention that elderly, disabled, and families living in rural Iowa have safe and affordable housing. This has continued to be the main priority of Jewell Housing, Inc. for many years.

Construction on the buildings was completed in June 1978. There are a total of 16 apartment units consisting of three, two-bedroom units and eleven, one-bedroom units. There are laundry facilities and mail delivery located in the common areas of the apartments. Rent is based on the individual's income and allowable expenses.

Hamilton County Down Payment Assistance Program

The Program: (introduction)
  • 3.5% loans to low and moderate income clients for down payment assistance to purchase a home in Hamilton County
  • 50/50 client/program match with a cap of $5000 (or 10% of purchase price, whichever is lower)
  • Conventional loans are preferred. Contract sales will be considered.
  • New construction acceptable
  • Houses in town or rural areas are eligible
  • There is a limited amount of funds to loan

Hamilton County Upper Story Renovation Program

The Program: (introduction)
  • 3% loans to property owners rehabilitating and renovating upper story space in downtown buildings for use as apartments.
  • 75/25 client/program match with a cap of $10,000.
  • Funds are available only for second story renovation.
  • There is a limited amount of funds to loan.

Hamilton County Revolving Loan Fun Program

The Program: (introduction)

The purpose of the Hamilton County Revolving Loan Fund Program is to increase employment opportunities in Hamilton County by increasing the level of economic activity within the county.

The program provides financial assistance to businesses and industries requiring assistance in order to create new job opportunities or retain existing jobs. Assistance is provided to encourage new business start-ups, expansion of existing businesses and/or the relocation of businesses into Hamilton County, or the retention of existing Hamilton County businesses with ownership change. Assistance will be provided in the form of direct loans.

Awards shall be used for legitimate business expenses including, but not limited to:
  • Construction, purchase of or improvement to land and buildings
  • Equipment
  • Working Capital
Priority is given to projects that will create or retain jobs, add to the local tax base, add value to Hamilton County resources and/or increase exports out of state. Preference will be given to those businesses that will create/retain the greatest number of jobs with the least amount of program dollars.

Tax Abatement

Jewell offers a 5-year Tax Abatement on new single dwelling homes built in the city limits of Jewell. Residents should apply at the Jewell City Hall and the request must be approved by the City Council.

Please note that tax must still be paid on the value of the lot. In addition, if improvements are made on the property within the five-year tax abatement, the owner must pay tax on the improvement.
